2. Transatlantic Visions : this week's article by Franck Biancheri

by Franck Biancheri: President of TIESWEB and Director for Studies and Strategy of Europe 2020
Washington and Brussels are from the Moon…
… though of course they do not come from the same side of the Moon!
This is something I learned in past years and it seems to me that the Iraq crisis illustrated it. Washington comes from the bright side of the Moon and shines all over the world under global media spotlights; while Brussels, coming from the dark side of the Moon, is pretty much invisible to everybody, including European citizens. But despite these 'light' differences, the key thing is that they do not belong to Earth.

21st century economy : Too much short term kills the long term
Our economy is currently particularly dull and very few are those who can see any prospect of improvement in the near future. One of the reasons possibly explaining this situation is perhaps an unbalanced mix between all the numerous parameters to be taken into account when preparing a successful recipe for a lasting economic growth, built on dynamic enterprises. It seems indeed that the short term approach is today largely overweighed to the detriment of the long term vision.

EU rift with Bush over famine claims on eve of summit
The European Union's attempt to make peace with the Bush administration at a summit today has been thrown off course by another transatlantic spat over genetically modified food. On the eve of the set-piece EU-US meeting in Washington, officials in Brussels hit back at American claims that Europe's opposition to GM food causes starvation in the Third World.

Inexperienced Hands Guide Iraq Rebuilding
Two months after the fall of Baghdad, the critical task of postwar rebuilding and governance of most Iraqi cities remains in the hands of U.S. military personnel, almost all of whom lack expertise in government administration and familiarity with the Arab world. Some current and former U.S. officials involved in the reconstruction effort contend that the failure to more quickly include civilian reconstruction specialists in the postwar occupation has delayed resumption of local government operations and led to resentment among the nearly 20 million Iraqis who live outside the capital.

US rediscovers value of transatlantic link
Fewer than six months after Donald Rumsfeld, US defence secretary, scorned "old Europe" over its opposition to the Iraq war, Washington appears to be rediscovering the virtues of the transatlantic alliance. As President George W. Bush prepares to meet leaders of the European Union in Washington on Wednesday, US officials say there is a a growing similarity in approaches to the main security and economic issues.

Americans are embracing Spanish
A board member of the Oxnard School District, in California, walked out of a meeting because a parent addressed the board in Spanish. A principal in a southern California elementary school admonished parents to speak to their kids exclusively in English, even at home. Officials in an Arizona school told teachers to speak to students only in English in the schoolyard, cafeteria and hallways. It might seem that Spanish is under attack everywhere in the United States.
